Quebec has cut ties with regional airline Air Liaison over what the province called “false declarations” tied to subsidized flights, terminating the carrier’s financial assistance agreement. Since 2025, the Transport Ministry has audited the regional air access program (PARR) and found irregularities involving the number of discounted tickets purchased by individuals. As of July 2, Air Liaison is no longer authorized to sell PARR tickets at the discounted rate; prior tickets remain valid. The program provides a 50% to 85% discount and generally caps use at six one-way trips per year.
