Russia charges Telegram CEO Pavel Durov with 'promoting terrorism'

Russia has issued an international arrest warrant for Telegram CEO Pavel Durov after bringing charges accusing him of facilitating terrorism. The Federal Security Service (FSB) said Ukrainian intelligence agencies and terrorist groups used the messaging app for covert operations and recruitment, alleging Telegram helped “prepare and co-ordinate acts of sabotage and terror” in Russia and ignored orders to delete channels, chats and bots linked to Ukraine. The report also cites claims that a dating chat was used to lure people into sabotage and terrorist activity through deception and psychological manipulation, with 46 people, including minors, reportedly detained. Durov, 41, holds French and UAE passports, and it was unclear which country would execute the warrant.
