Bay Area City Manager Quits in Wake of Bizarre Yacht Arrest

Elaine Forbes, 53, the former city manager of affluent Sausalito, has resigned less than two months after being arrested in connection with an unusual marina incident. Family spokesperson Sam Singer told The California Post that Forbes is still receiving treatment but is showing signs of improvement, and said her resignation was intended to allow her to focus on mental wellbeing. Mayor Steven Woodside confirmed Monday that the city accepted the resignation and that Forbes would no longer work for Sausalito. In a closed-session vote, the City Council unanimously chose Brandon Phipps as interim city manager for six months, starting immediately. Forbes was arrested on July 18 after authorities said she entered multiple vessels at Sausalito Yacht Harbor.
