Fugitive known as “master yachtsman” captured on sailboat after 21 years on the run: Ronald L. Fischer, a Rhode Island fugitive convicted in absentia for first-degree sexual assault, was arrested off the coast of New Jersey after more than 20 years. Rhode Island officials said Fischer fled during his 2005 trial and was convicted for the 2003 yacht assault, as well as for failure to appear and flight to avoid prosecution. The U.S. Marshals said the arrest was made quickly after a 48-hour operation by the Rhode Island Violent Fugitive Task Force, Rhode Island State Police, and U.S. Marshals, following newly developed investigative leads. Agents located Fischer aboard a 56-foot boat, “The Silver Lining,” registered under an alias, about an hour off New Jersey, and he was taken into custody without incident.
