Illinois is tightening rules for recreational boating: starting January 1, 2027, owners of motorboats with engines over 50 horsepower—or vessels 21 feet or longer—must carry liability insurance to operate legally in the state. Gov. J.B. Pritzker signed Senate Bill 2972 as part of a package of 78 measures. The requirement does not cover canoes, kayaks, paddleboards, or sailboats under 21 feet, and it also excludes some smaller fishing boats with smaller motors. Violations begin with a $500 fine, rising to $1,000, though first-time offenders can reduce penalties to $100 if they show proof of coverage in court. Premiums typically range from $150 to $500 per year depending on vessel and coverage limits.
