Senators introduced a revised Russia sanctions bill designed to intensify pressure on Vladimir Putin, building on a compromise tied to Sen. Lindsey Graham. The measure would impose 100% tariffs on the five largest importers of Russian oil and gas, a change that backers say likely includes China and India. Sen. Richard Blumenthal (D-Conn.) will file the updated bill on Tuesday afternoon, with 26 cosponsors split evenly between Democrats and Republicans. Blumenthal said Graham reached an agreement during a trip to Ankara with Treasury Secretary Scott Bessent that won the administration’s support. While President Donald Trump did not fully endorse the effort, he told reporters there is “a good chance it gets done,” and said it is being considered in honor of Graham. The bill reduces a proposed tariff from 500% to 100% and gives presidents waiver authority, requiring certifications to Congress.
