On Thursday, a female passenger was recovered and also pronounced dead, while two passengers remained missing. The 49-foot, three-level vessel, called Volare, carried 20 passengers for a memorial. Capt. Jarod Toczko of the U.S. Coast Guard said survivors reported a wave hit the boat, causing it to list and roll over, but investigators say a single wave is unlikely. The likely cause will be determined after officials retrieve the boat from the ocean floor.
