Classic cars don't need smog tests -- so pass Leno's Law

Leno's Law would extend California's smog exemptions to classic cars built before 1981, expanding beyond the current pre-1975 threshold. Senate Bill 1392, bipartisan and led by Sen. Shannon Grove and Sen. Dave Cortez, is a streamlined version of Senate 712 and requires the vehicle not to be the owner's primary transportation. Support for the measure is broad, reflecting California’s cultural affinity for classic cars and collector communities. If enacted, the exemption would ease emissions-testing burdens for older vehicles while preserving a regulatory framework for air quality.
