The FDA has issued its first warning letter in a high-stakes dispute over compounded GLP-1 weight-loss drugs, targeting Houston-based Empower Pharmacy. The Sept. 18 letter, posted Tuesday, says Empower violated federal law by making copies of blockbuster drugs “inordinate amounts.” Empower said it has already fixed issues cited in the letter and will keep working with the agency to maintain access to compounded products. The conflict centers on when customization allowed under FDA compounding rules becomes mass copying of patented, FDA-approved medicines. The FDA ended a GLP-1 shortage in 2025, which has reduced large-scale copies while smaller pharmacies continue citing a dosage-adjustment policy.
