Westboro police chief was "hammered drunk," sleeping in unmarked cruiser outside liquor store, police say

Westboro, Massachusetts Police Chief Todd Minardi remains on administrative leave after a Shrewsbury police report alleges he was “hammered drunk” and found asleep in an unmarked Ford Explorer outside a Shrewsbury liquor store for more than 24 hours. The call came around noon Friday from Star Liquors on Route 9. Police said Minardi had red, bloodshot eyes, slow slurred speech, and alcohol odor; two vodka bottles were reportedly on the passenger seat. Surveillance footage indicated he arrived around 9 a.m. Thursday and was not seen driving the vehicle until he was taken to UMass Memorial Hospital around 12:30 p.m. A citation was issued for open container.
