Libya plans new tenders and route changes for Coastal Peace Highway | The Libya Observer
Libya is planning to retender parts of its Coastal Peace Highway after terminating a contract with Italy’s Webuild, Italy’s Nova news agency reported. The government also considers changing portions of the route to avoid clashes with ongoing road expansion work in eastern Libya. Nova said a Libyan delegation is expected in Rome in November to discuss splitting the project into smaller sections and launching new tenders, potentially limited to Italian companies. The news follows failed negotiations over a 400 km Marj-to-Egypt border contract originally worth about €940 million, which Webuild sought to raise to roughly €2.4 billion. Talks broke down over contractual terms and bank guarantees, leading to termination and a legal dispute over the performance guarantee. Separately, Todini is waiting on funding for a 160 km stretch in western Libya, and preparations continue for a 104 km tender linking Misrata and Khoms.
