The bipartisan bill is designed to curb the rapid growth of spending in college athletics as schools transition to a system that allows paying players. While major conferences, Senate leadership and President Donald Trump have supported the measure, it still faces opposition that could block it before the fall recess. Democratic Sen. Chris Murphy argued the bill protects large profits for coaches and sports executives by effectively suppressing athlete compensation and would enable illegal collusion among colleges, conferences and the NCAA.
