Baroness Paul urges insurer access to UK cyber incident data highlights a push to expand the UK’s cybersecurity reporting framework to include insurers. Baroness Tracey Paul of Shepherd’s Bush, chief strategy and communications officer at Pool Re, told the House of Lords during the Cyber Security and Resilience Bill’s second reading that the legislation makes important progress but omits the insurance sector. She urged structured, anonymised cyber incident data to be shared so insurers can improve cyber modelling, pricing, and uptake, strengthening national resilience. She said a “whole-of-society” approach should extend to cyber insurance because it can shift risk away from taxpayers and incentivize stronger cyber hygiene. The bill, designed to reform NIS Regulations 2018, completed its second reading on July 14, with committee stage scheduled for September 1. Paul also argued that improved data would support better underwriting requirements and reduce moral hazard.
