Britain's new leader shifts power from Downing Street to Manchester with 'No. 10 North'

Prime Minister Andy Burnham has created “No. 10 North,” a new hub of government power in Manchester, shifting some authority away from London’s Downing Street. The low-rise office, about 165 miles (260 km) from 10 Downing St., is the flagship of Burnham’s pledge to be a different kind of U.K. leader after he returned to national politics from being mayor of Greater Manchester. Burnham plans to work there at least one day a week, with a full-time team. He says it will be “a fundamental change” to how the country thinks about growth and investment. He also announced that mayors will keep a greater share of income and business tax revenue from their areas, calling it the biggest transfer of power in a generation.
