A newly appointed city manager in Sausalito was arrested early Saturday on suspicion of felony burglary, less than three weeks after taking the top job. Marin County sheriff’s deputies responded to a noise complaint and found Elaine Forbes, 53, aboard a yacht authorities said was not hers. Forbes told deputies she was having “a bad morning,” repeatedly claiming the vessel belonged to her while asking officers to leave. Authorities later said investigators confirmed the actual owner and that Forbes was not authorized to be on board. Forbes was booked into Marin County Jail with bail set at $50,000. The arrest followed a City Hall development: the Sausalito City Council placed her on administrative leave two days earlier after a closed-session meeting. City officials said they would not comment further while the investigation is ongoing, and the council is expected to address it Tuesday.
