Ethiopia Launches Roadmap to Integrate Refugees Into Public Services

Ethiopia has launched the Makatet Roadmap to integrate refugees into national public services and local economies, moving away from the long-standing camp-based model. Unveiled on June 18, the plan outlines inclusion for refugees in public education, healthcare, livelihood programs and local economic planning, with settlements gradually becoming more self-sustaining communities. The Mixed Migration Centre (MMC) described the initiative as one of the region’s most significant recent migration policy developments, noting Ethiopia hosts about 1.1 million refugees and asylum seekers and continues to see arrivals from conflict in neighboring Sudan. Developed with support from UN agencies and other partners, the roadmap is intended to replace parallel service systems. It will also guide the World Bank’s DRDIP II, aligning displacement support with longer-term development financing.
