The dollar index hit a three-month low near 98.50 on Thursday and closed Friday just above it as markets re-priced expectations for Federal Reserve cuts. Colombia gained the most. Analysts cited three drivers for the peso: a 7 August decree freezing public spending to cut COP 60 trillion (about US$19 billion), proposals to reopen hydrocarbon exploration to private investment, and the central bank holding its policy rate at 12.0% with a plan to build reserves up to US$4 billion over two years. Pereira’s airport reopened for commercial flights Aug. 21 after 11 days, but at about a quarter of normal capacity, around 14 flights daily.
