Economic self-interest to drive France's foreign aid, minister says
France is recalibrating its foreign aid to prioritize sectors where it has a clear competitive advantage, a shift described by international partnerships minister Éléonore Caroit. She argues that development financing should be directed toward areas where French expertise can make an impact, from trains and public transport systems to water treatment. The aim, she says, is to address development challenges while leveraging domestic know-how rather than funding a blanket approach.
France has been cutting its aid budget alongside peers such as the UK and the US, with five reductions in two years. In 2025, France spent $13.8 billion on foreign aid, down from a 2022 peak of $17.7 billion, and the 2026 budget includes cuts of £695 million, an 18% decrease from 2025. The government also launched a new global development strategy that prioritises partnerships with wealthier countries and preserves grant-based financing for fragile and conflict-affected states.
Analysts view Caroit's stance as part of a broader European shift toward aligning development finance with domestic industrial strengths. Mikaela Gavas of the Center for Global Development notes the language signals a tighter link between development funding and competitiveness, a stance that could influence project selection as Europe searches for growth-friendly models while meeting aid objectives. The approach reflects a broader debate about whether aid should primarily serve development outcomes or also support national industry.
