U.S. airlines will face fewer obligations to provide meals, hotels and ground transportation during certain disruptions after a new U.S. Department of Transportation rule takes effect. Starting October 19, 2026, ten types of events will no longer be classified as “airline-controlled” under Section 511(b) of the FAA Reauthorization Act of 2024. The list includes passenger death (including aircraft cleaning afterward), aircraft damage from extreme weather or foreign object debris or sabotage, baggage or cargo delays from system outages outside the carrier’s control, cybersecurity attacks (if regulations are followed), government system failures affecting safe flight operations, overheated brakes after safety incidents, unscheduled maintenance, medical emergencies, unruly passenger removals, and airport closures from volcanic ash, wind or wind shear. The DOT says the rule excludes them from the “Air Carrier” causal reporting code.
