Boeing Secures 777F Emissions Exemption; GE90 Engine Gap Forces 2031 Bridge

The FAA granted Boeing an emissions exemption on September 15, 2026, clearing up to 35 additional Boeing 777 Freighters for new airworthiness certificates between January 1, 2028 and January 1, 2031. The move protects more than $15 billion in U.S. export value while Boeing awaits 777-8F certification. Boeing filed a petition on December 19, 2025 seeking a waiver of fuel-efficiency limits for a capped tranche of aircraft because the next-generation 777-8F will rely on GE Aerospace’s GE9X engine, still in certification. The exemption is tied to why the GE90 cannot meet the 2028 ICAO CO2 standard adopted in March 2017. The GE90-115B lacks ceramic matrix composite materials and the high-bypass-ratio design of modern engines, while the 777-8F’s GE9X is built for higher efficiency. The exemption is described as deliberately narrow, with the FAA’s decision published September 16.
