Hurriyet also said Ankara is seeking a legal route to satisfy the U.S. and avoid CAATSA sanctions, while returning to the production program for the new-generation F-35 fighter jets. Oksijen newspaper identified the United Arab Emirates as a potential buyer, though Turkish authorities had not commented publicly at the time of the report.
