Pape argued that targeting Tehran—home to roughly ten million residents and a major political, economic, communications, and transportation hub—would carry significant strategic and humanitarian effects. He also noted that U.S. air strategy has historically avoided targeting energy-producing infrastructure, raising concern about power-plant destruction and the likelihood of backlash and retaliation.
