Lawsuit: 2 federal agents violated South Portland man's constitutional rights

Robert Peck of South Portland has filed a federal lawsuit alleging two immigration-enforcement agents violated his First and Fourth Amendment rights when they confronted him in January while he observed them in public. The complaint says the agents threatened arrest and cited 18 U.S.C. § 111 to justify restricting his observation. The agents are unnamed, listed as John Doe 1 and 2. It also cites a Maine Civil Rights Act claim and seeks $7.5 million under the Federal Tort Claims Act after a January DHS claim. Peck’s attorney says agents’ names remain unavailable through discovery.
