Key Senators Cruz, Cantwell look to break college sports logjam in Congress with a bipartisan bill
Cruz and Cantwell are again pushing a bipartisan plan to break the college sports logjam, focusing on stability through transfer limits, a one-transfer cap, and coaching-movement controls during seasons. The PCSA would provide targeted antitrust protections in exchange for public protections for athletes, including health insurance and scholarships, alongside stricter oversight of NIL deals. The bill would also push an NCAA-like five-year eligibility framework and limit players to a single unrestricted transfer. In addressing coaching changes, sponsors cite recent high-profile moves as evidence that roster management requires clearer rules to balance competitiveness with program viability.
Supporters argue the measure would preempt state NIL laws and provide predictability in an increasingly commercialized landscape, while opponents warn of potential overreach and stifled athlete opportunities.
