The Harbor That Forgot Who Owns It

Santa Barbara’s waterfront harbor sits on a revenue stream it rarely collects: slip turnover fees. Under the city’s current slip-permit transfer system, when a boat is sold, the slip permit is reassigned with only a nominal administrative charge, and the harbor does not perform the full turnover process that typically triggers reassignment, onboarding, vessel-fit, commercial reallocation, or liveaboard expansion fees. As a result, the harbor generates effectively zero public revenue from its largest potential opportunity. The article links this stagnation to business losses, including West Marine leaving after decades. The proposed fix is ending permit transfers so the slip stays with the current holder.
