Tom Cotton proposes bill to counter Chinese cyberthreats for patients as he seeks tighter oversight of Chinese-made networked medical devices. The Republican senator from Arkansas, Tom Cotton, outlined the Countering Chinese Cyberthreats for Patients (Countering CCP) Act, proposing retroactive review by the Food and Drug Administration and the Cybersecurity and Infrastructure Security Agency (CISA) to identify cybersecurity risks. The bill would require FDA recalls of Chinese-made network devices found to pose such risks and would ask the U.S. Department of Health and Human Services and CISA to report to Congress on U.S. medical cyber preparedness and China’s market share in U.S.-made devices. Cotton said he raised concerns with the FDA in May about devices that could extract personally identifiable health information when connected to the internet and allow remote control by unverified users. He cited a May 14, 2025 Class II recall for the Contee CMS8000 and argued enhanced cybersecurity requirements did not cover pre-2023 devices.
