Federal Court Rules Cancellation Of Solar For All Program Was Unlawful
A federal judge in Rhode Island ruled that the U.S. EPA acted unlawfully when it canceled the $7 billion Solar For All program. The decision says the agency improperly terminated grants Congress intended to keep operating rather than converting the funding into a discretionary lump sum. The program was created to lower electricity bills and expand affordable solar access, with a focus on lower-income communities, including households on tribal lands. EPA awarded the funding in 2024 with an estimate to benefit more than 900,000 households, save families $350 million a year, and support 200,000 jobs and related training. The Trump administration canceled the program in August 2025. The lawsuit was filed last October by multiple groups including the Conservation Law Center and Southern Environmental Law Center.
