A recruiting analyst for Blue-White Illustrated, Ryan Snyder, said Penn State has a top-20 national NIL budget and a 21st-ranked Rivals class, but timing and limited regional ties have made it harder to outbid top targets. Campbell has said cash is important but not the defining pitch, aiming to pay within a set budget. After last season, 49 players transferred, with the largest group going to Virginia Tech.
