The article says children as young as 12 may operate a power-driven vessel in Washington state waters if they hold a Washington State Boater Education Card, while personal watercraft such as Jet Skis require operators to be at least 14 and also cardholders. It adds that anyone must be 16 to lease, hire or rent a personal watercraft, and uncarded operators may only ride under direct supervision of a certified boater aged at least 16. Most boaters need a safety course to obtain a boater education card, required for vessels with motors of 15 horsepower or greater, and the card must be obtained within 60 days of purchase. The card is valid for life.
