Keir Starmer’s government plans to lower the national bus fare cap from £3 to £2 starting in January, reversing a rise implemented when Labour previously inherited the cap from the Conservatives in 2024. The cap is still funded for a year, until the end of 2027, and officials say the move shows “early intent” by Andy Burnham. Burnham is scheduled to visit the West of England to announce the second cost-of-living policy of his premiership while Transport Secretary Heidi Alexander will also comment. The bus fare cap, costing £454 million, will be paid through a “reprioritisation” of the DESNZ budget, using loans instead of non-repayable grants for International Climate Finance.
