What could change if Maryland's Question 3 passes?

Maryland voters will weigh Question 3 in the Nov. 3 general election after a court-ordered rewrite of the ballot language. On Friday in Baltimore, Mayor Brandon Scott, County Executive candidates Julian Jones and Vanessa Atterbeary, and other officials rallied at War Memorial Plaza urging support for the proposed constitutional amendment. The measure would change provisions related to congressional districting, clarifying how Maryland’s constitution applies to congressional maps and granting the General Assembly authority to give the Maryland Supreme Court original jurisdiction to review a plan. The dispute already triggered multiple court proceedings. Maryland’s Supreme Court ruled on Sept. 3 that voters could consider the proposal after lower courts blocked the original version, directing revisions to the language. Supporters say it responds to redistricting activity in Republican-led states; opponents question wording and its effect on existing standards.
